The feature is currently limited to Google+ only.
In order to check that your Google accounts are activated, you need to open the Google Chrome browser and open the Settings page.
If you do not see a checkbox next to the Checkout option, your accounts are disabled.
You can also check the Checkin box next to your accounts.
